What's this persistent sore on my elderly cat? Vet unsure.

Pet's info: Cat | Norwegian Forest Cat | Female | spayed | 18 years and 8 months old | 10 lbs

Hello, My cat is an Elderly cat (19) with CKD, High blood pressure, diabetes, and Arthritis. She has had this 'sore' for over a year. Our vet has told us about 4-5 times that its probably an allergy. I shaved all around it and brought her back and my vet doesn't know where to go except a biopsy for cancer. I'm thinking more along the lines of some sort of fungus. by pictures I've seen it looks a lot like Coccidioidomycosis, but she doesn't seem to have a fever. I am looking for some direction.

It's very hard to judge from a picture, it could be an infection but at her age a tumor would not be surprising. this sore needs to be checked and analysed as there are many conditions and types of tumors that could look like that. take Kitty to the vet, they will perform a fine needle aspiration on the growth and send it to the lab for analysis. when the result comes, the vet will advise what needs to be done according to the diagnosis.
