My dog has skin allergies and new spots on his belly. Is it serious?

My 2 year old Shi tzu cross silky terrier Wally has had skin allergy issues for abou 6 mths they don’t bother him too much after adopting a diet meant to help with skin issues. He skill licks his paws and scratches but not as much. Today when giving him a bath I noticed some spots all over his belly (see photos). I can’t see signs of fleas and I regularly give him fleas and tick treatment. I’m just not sure whether I should be worried. They are only on his belly and the inside of his legs. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 1 year and 4 months old | 15 lbs
