What is this suspicious scab or crust I found on my dog's paw?

I was combing through my Shihpoo's fur and I noticed this kust below her paw.

It is suspicious to be an infection that can be from getting bitten or scratching it. I would try to soak the area to soften the top to see if the scab will come off so you can clean it and apply neosporin. If it does not improve then I would get t checked by your vet
