Diarrhea is never normal in any dog regardless of age, and it can be very serious in a three week old puppy. Newborn puppies can become easily dehydrated from diarrhea, and can quickly go downhill. She could be suffering from intestinal worms or could have a GI illness. She needs veterinary care now for this diarrhea, I would take her, her mother, and her littermates into a vet right away. Good luck, I hope this helps!
