My cat has sores near his pee area and licks it. Does he need a vet?

Pet's info: Cat | Mixed Breed | Male | neutered

My cat has developed some sores near his pee area and we were wondering if it's because he's neutered (7/21/16), wounded (outside cat mostly), or if its UTI; however he relieves himself regularly. We noticed it around December of last year. It irritates him so he licks it. It seemes to not have reduced since, and he doesnt like anyone near that area. We're just wondering if we need to go into town and visit a vet for him.

It is unlikely related to the surgery from getting fixed but does look inflamed and infected. Because it has been going on so long, I would take him to the vet to be seen for treatment. They may need to a round of antibiotics and anti inflammatory to help improve it. I would suspect it is an allergy or a previous wound/injury that is just not healing correctly
