Why is my hand-reared cockatiel not eating and sleeping again?

My neighbor is hand rearing a cockatiel for my daughter. He stopped eating last week and was sleeping a lot so she went back to 3 hourly feeds and he started to come good. Was eating better, vocal, etc. Now he’s not eating again. Any advice? Pet's info: Bird | Unknown - Bird | Male | unneutered
