What is this strange skin growth on my dog? Is it serious?

Twerk is estimated to be almost 2. Had him 10 months. Up to date oh shots. Canyou tell me anything about this picture.

Without more information, it's hard to say what the might be. The photo is blurry and without a larger photo for context, I also can't tell exactly what body part this is. The best I can do is to say that it looks like some type of skin growth or infected sore, and definitely looks like something that should be checked by your vet in person when you're able to schedule a visit.
