Why does my dog keep moving her newborn puppies to a new spot?

Pet's info: Dog | Welsh Terrier | Female | unspayed

My dog just had two babies 4 days ago, we set up their whelping area in a restroom close to our bedroom that no one uses. Every time she goes out to pee, she digs a hole behind some plants and then runs upstairs and grabs a puppy (I assume to take it to the hole, as a nest?) Is that normal? Could that mean that se feels her pups might be unsafe where they are? Or what could be the reason?

Yes, the underlying reason may be to move them to a safe den but if it is always the same pup that she moves away from the others she may be sensing a problem with this particular pup which she may feel instinctively is a threat to the remaining pups
