Why does my dog keep moving her newborn puppies to a new spot?

My dog just had two babies 4 days ago, we set up their whelping area in a restroom close to our bedroom that no one uses. Every time she goes out to pee, she digs a hole behind some plants and then runs upstairs and grabs a puppy (I assume to take it to the hole, as a nest?) Is that normal? Could that mean that se feels her pups might be unsafe where they are? Or what could be the reason? Pet's info: Dog | Welsh Terrier | Female | unspayed

Yes, the underlying reason may be to move them to a safe den but if it is always the same pup that she moves away from the others she may be sensing a problem with this particular pup which she may feel instinctively is a threat to the remaining pups
