My beagle had puppies Saturday. Yesterday she began coughing and has a clear nasal discharge. Is there danger to her puppies? Does she need to see her vet?

Poor Liz. I definitely recommend to see the vet, she might need to start some medication depending on the result of the clinical examination. Probably she isn't putting in danger the puppies at this stage, but if she starts to be lethargic or inappetent, her energy to look after the puppies will decrease as well as her milk production quality and quantity. Good luck and please post again on the forum if you like to discuss it further. I hope this answer was helpful.
