Does rubbing a dog's nose in circles hurt them or cause pain?

so I saw this video online of someone rubbing a dog's nose like the nose was moving in a circular motion, and I was afraid that it hurts the dog or something.

It's difficult to know if this would be painful without seeing the video, but dogs do tend to have sensitive noses. If it was anything other than a light rub, then it would at-least be aggravating and may be painful. If the dog was cowering, whimpering, or trying to get away from the rubbing, then this would confirm that some degree of discomfort and/or pain was being felt by the dog. I hope that helps.
