Poor Ems! You can certainly apply a little neosporin or coconut oil to the area to help soothe it. Make sure she isn't trying to lick it. If you clean it, just gently wipe the area and do not scrub. I think warm water only is perfect! You can also try benadryl twice a day to help with the itching. See link below. I hope this helps! https://www.petcoach.co/canigive/dog/benadryl/#!

Even though a picture would help to understand better the underlying cause, this presentation could be due to a trauma or localized spot of skin infection (likely to be caused by bacteria). A check up, appropriate disinfection and possibly antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. Disinfection may be started at home with very diluted hibiscrub or betadine or salted water baths. Buster collar may be useful as well to avoid any licking/scratching. as you said this presentation could be due to a initial allergy and secondary localized spot of skin infection (likely to be caused by bacteria). A check up, appropriate disinfection and eventually antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. Anal glands must be checked as well as they could be a source of itch and discomfort. Disinfection can eventually be started at home with very diluted hibiscrub or betadine or salted water baths. Buster collar may be useful as well to avoid licking.
