Thank you for your question. Most commonly, something like this would be a lipoma, which is a fatty tumor, but I can't make that diagnosis on just a picture. Many dogs get lipomas, and they are typically not a problem, however, they can grow and become very annoying to the dog. This lump could also be a hernia, an abscess, or another type of tumor. The only way to know for sure would be to have a veterinarian feel the lump and use a needle to obtain cells to identify under a microscope. This is called a fine needle aspirate, and it is the procedure vets use to identify all sorts of lumps. I hope this helps.
