Parrots are especially active at dawn and dusk. In the wild, this is when they forage for food and they are communicating with their flock mates. This may not be acceptable for you, but to a parrot, it is perfectly normal behavior. If it bothers you, try rewarding quiet behavior; playing with toys, quiet talking, climbing around in/on the cage, with words of praise, a scratch on the head, or a food treat they are especially fond of. This will let them know that being quiet will result in good things.
