Breeder won't release puppy after my dog had parvo. Is it justified?

Pet's info: Dog | Pembroke Welsh Corgi | Male | 7 months and 27 days old | 25 lbs

I bought a puppy from a breeder and now she won't let me have him until he is fully vaccinated since my current dog had parvo three months ago. We moved houses about a week ago and he has never been sick here, is this a justified response?

Hi, thanks for using Petco Pet Education Center, formerly Petcoach! A lot of breeders are very intense and protective of their puppies and reputation. I don’t think it’s an abnormal reaction from a breeder. I agree that it isn’t medically founded. The puppy should be safe in a new house and being current on its puppy vaccines. Unfortunately if you want THIS puppy you will have to go along with what the breeder wants. I hope this helps and I wish you the best!
