What is this spot on my dog's rear? Hot spot, ringworm, or tumor?

It does not have the appearance of ringworm or a hot spot. Ideally, Snickers should be examined by your veterinarian. If it is a mass or tumor, a fine needle aspirate can be done to collect samples for pathology. An impression smear can also be made and examined under a microscope in the clinic. If Snickers is licking or chewing at it, place an e-collar (cone) on her until she sees the vet. At the very least, she may need antibiotics since the skin is broken which predisposes her to infection.
