Can I train a neighbor's neglected husky puppy for bite inhibition?

HI there I would love to ask you a question if I may in confidence; my neighbours have a 4 month year old Siberian husky who is un vaccinated and left alone a great deal of the time; not walked etc. I cannot get too involved due to various reasons; but we want to help the dog. We cuddle the dog over the fence and I wonder if I can try and train the dog, from my side of the fence to have a sot mouth or bite inhibition. I used to take the dog for walks but I don't want to "enable" the owner to

Unfortunately, unless the dog is not being fed, or is in danger, there probably isn't much you can do. It is sad that someone wouldn't take better care of their pet, but since you do not own the animal, I don't think you can do much more than what you are doing.
