My Beagle mix has a small, slow-growing skin growth. Is it serious?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 7 years and 9 months old | 28 lbs

Can you give me a possible or probable explanation of a type of growth that this is on my Beagle/Russell mix ? It is about a quarter inch long and slowly growing.

This is likely to be a benign type of skin growth quite common in adult-old dogs. Unfortunately I cannot give you a definitive answer as usually there are two ways your vet can do that a part from examining it directly during physical examination. A biopsy can be taken under local or general anesthetic, otherwise a smaller sample through a fine needle can be aspirated (this technique is called FNA= fine needle aspiration).
