My bird's upper beak is swollen, discolored, and rubbery. Is he okay?

The part of the beak closest to bird or top of his head is discolored and feels rubbery. It appears swollen. He still eats and plays as usual. Should I be alarmed? Pet's info: Bird | Unknown - Bird | Female
