Why does my dog scoot, have a foul smell, and poop when scared?

I think my four month old shepherd husky mix might have an anal gland issue when she gets scared she has a foul smell sometimes she poops herself when scared and scoots her butt across the floor

That is normal. Think about a skunk. Whey they are scared they spray anal fluid which smells awful. Dogs are similar. When scared or injured they often involuntarily express the anal fluid, and sometimes poop also. When the anal sacs get over full and infected it becomes a problem.
