My 10-month-old and 3-month-old puppies play rough. Is that okay?

Pet's info: Dog | Chihuahua | Male | unneutered | 3 months and 6 days old | 1lb

Dallas is 10 months old, and Preston is 3 months old they are brothers, should I allow them to play togather, they get a long good just a lot of tug of war with toys ,and ruff your ring with each other is thus ok, this is my first time have 2 puppies, and the same time

Yes, they can play together but please be sure that Dallas has had all of his vaccines (all three sets of his puppy shots) and that Preston has been started on his vaccines. Also, I would only let them play supervised at first so you can make sure the dynamic between them is not aggressive. Hope this helps. Best wishes.
