My dog's chest is bleeding. I used Neosporin. When to see a vet?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 5 years and 8 months old | 12 lbs

I noticed that my dog was slightly bleeding on her chest area, not sure if she scratched herself or what, I cleaned the area with warm water and put Neosporin on the scratch. I know it must hurt because she yelped when I picked her up. I'm not sure what to do I can't afford a 150 vet bill if it is nothing serious however if it is then I will take her in, please help

If you can rest her and keep the area clean, then the neosporin is a good option to see if it will scab over or dry up. If it continues to bleed or gets larger then you have to make a visit to the vet.
