Why is my parakeet lethargic, fluffy, quiet, and on cage bottom?

My parakeet who’s about 9-10 years old has become non-vocal, is fluffy, sleeps most of the time with his head tucked for about 10 days now, and he seems lethargic. He still eats and drinks good. What could be wrong with him? He also just sits on the bottom of his cage. Pet's info: Bird | Unknown - Bird | Male

Respiratory diseases (psittacosis) and gastrointestinal infections due to Trichomonas and Giardia are quite common as well.
