What to do if a stray puppy is limping, crying, and licking its paw?

A familiar stray puppy was crying every 5 minutes ; nearby my house. It was limping. And was lifting its left paw and licking it continuously. I checked the paw, but nothing major was found. what do I do?

It may have a soft tissue injury such as sprain or strain in the foot and that is why he is limping and crying, or there may have been an injury and he has a broken bone in the leg. If you can safely catch him, you can get him to a vet for an exam to see what is wrong then you will likely have to keep him inside to heal so he can be confined as rest is the best option for injuries
