My new dog is terrified of walks and going outside. What can I do?

Macy is very afraid to go outside in the backyard or go for a walk. She just stands there hunched over and shivering violently. I have only had her for 3 weeks. I am not sure if the previous owner did something to her. Any suggestions to help her out? Thanks. Pet's info: Dog | Boston Terrier | Female | unspayed | 6 months old | 14 lbs
