What is on his chin and how do I treat it? Is it contagious to other animals or humans?

This is probably a condition called eosinophilic granuloma, it's an autoimmune/allergic reaction, very common in cats. the treatment is usually with steroids, you will need to take Romeo to the vet for that. it's not contagious.
