My cat is scratching, matted, has eye issues, and acting dull.

Just of today, after a regular morning walk, Snoopy started scratching his neck alot and wouldn't let me touch it. He has a hair matt by that spot. Normally and uptil now, he would let me brush his hair matts out but this time around he would let out a troubled meow. He also has an eye condition called entropion. He has been getting his drops but the pus is a constant, even after regular cleaning. What concerns me is that he freezes in a position and acts all dull. Is it his eye or hairmatt?

Poor Snoopy! If he has entropion, and it's bad enough to rub on his cornea and irritate his eye, he needs surgery to correct the lid problem. Eye medications alone are never going to fix this problem, and it's a very common surgery done to fix the issue. If he is itchy and scratching his neck, he may have a bad skin infection or hot spot under that mat that needs to be clipped, cleaned, and the appropriate anti inflammatory medication started, like apoquel and an antibiotic.
