How to stop my cat from meowing at the window to go outside?

My cat is always looking out of the window meowing and I think it is because he wants to go outside but I can't let him because he is a house cat and he has left before and gone lost and found. Can i somehow stop the meowing and how. Pet's info: Cat | Siamese | Male | unneutered | 1 year and 7 months old
