My 8-month-old puppy has black spots on testicles. Is it cancer?

I have a Bassett bound puppy he is going on 8 months old and I think he might have testicular cancer on his balls there have become black patches on it that are little bitty bumps not sure what else it could be. Pet's info: Dog | Basset Hound | Male | unneutered | 7 months and 27 days old | 40 lbs
