my dog has been struggling with fleas i looked at his stomach and notice he has a lot of black dots on it, his penis is full of them they look like blackheads all over his penis and chest area

These are comedones (black heads) and usually due to an underlying metabolic disease or a skin infection possibly caused by mites. Your veterinarian will be able to perform blood work as well as a skin scrape and cytology to check for any of these diseases.

Thank you for using Petco Pet Education Center, formerly Petcoach! The black heads you describe can be caused by bacterial or fungal skin infections, mites or underlying hormonal imbalances. The likelihood varies with age, and older animals tend to be somewhat more susceptible to hormonal imbalances. I recommend having Baby seen by a vet as soon as possible. They can take a small skin sample and run blood work to rule out the conditions above. You can also get Baby an E-collar or "cone" to prevent her from licking or chewing at the area until she is seen.
