My dog is wheezing, in pain, and not drinking. What should I do?

My dog is wheezing/sneezing, has clear fluid coming out of her nose and is acting very strange. I have a strong feeling she may be in pain as she flinches when I touch around her lower legs/belly area. She can't drink any water and her eyes are runny too. What should I do

It sounds Charlie may be experiencing at the vet least an upper or lower respiratory infection. She needs to be examined by your veterinarian, and should probably have a diagnostic x-ray performed to rule out processes like pneumonia. As far as the pain in the lower legs and belly, this may or may not be related to the other problems. Once again, a thorough physical exam will hopefully reveal the cause of Charlie's problems. If she is not drinking any water, dehydration can occur quite quickly in a 14 lb dog. I would not delay long in making a trip to the doctor. If for some reason you have to delay things, make sure you have syringe feeding liquids until you can get her there. Hope this makes sense.
