My dog has a red protruding eruption in the urinary region. It has been there for the past 4 months. It is better now. What do I do?

Thanks for using Petco Pet Education Center, formerly Petcoach! You may be referring to something like an abscess or even a growth. It is difficult to know without being able to see it. Having said that, the fact that it has been there for 4 months and has not improved, this is unlikely to go away on its own and warrants evaluation. I recommend that you have Blackie evaluated by your veterinarian for further assessment and treatment. They would be able to check for these possibilities and treat accordingly.
