My dog reverse sneezed after I touched his neck. Tracheal collapse?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 2 years and 2 months old | 15 lbs

I touched my dog's neck and he reversed sneezed. Could this possibly be tracheal collapse?

Tracheal collapse causes a cough, but does not need to be induced by touching the neck. Tracheal collapse may be possible if Laker is coughing for unknown reasons.
