This actually looks like dried blood. It's difficult to tell from the pictures, but I would first make sure that it's not something that can be washed off. If it's not, then this would be from bleeding under this skin and would indicate a clotting disorder - in this case, it would be an emergency and you should take Frank to the vet as soon as possible.
