It is very difficult to say what it may be just by looking at some photos. My best guess would be some injury/inflammation to the cornea due to mild trauma. He would need an exam in person with a vet so they can use an ophthalmoscope to get a better look at the eye. Rio appears to have an injury to the eyelid, which may explain why he is not opening his eye. This can result in swelling and discharge, which may be the liquid you are seeing from the eye. I would recommend that you take him to see a veterinarian - your vet can look at the eyelids to determine if there is an injury there, and then can look at the eye itself to ensure that it hasn't been damaged in any way. Unfortunately, it would be pretty hard to tell. Birds are masters at hiding any illness before it's too late. It's possible the eye was infected and the infection spread to the body, there was an injury that caused bleeding somewhere, or there was another unrelated illness causing the problem.
