My dog's inflamed prepuce: yelping, lethargic. Is this normal?

I took my dog to the vet yesterday, the vet said he had inflammation prepuce. Today he isn't himself. They vet gave him oral antibiotic, plus a flush solution. But when I tried to flush it, he yelped. He is just laying around, is this normal, this is the 2nd day of meds. Pet's info: Dog | Shih Tzu | Male | neutered | 1 year and 11 months old | 11 lbs

If you did not get an anti-inflammatory, I would recommend contacting your vet and asking for one to help reduce any inflammation that may be causing discomfort. When you are flushing, make sure not to use a lot of pressure and the tip of the syringe does not need to be inserted all the way in the prepuce. I hope this helps guide you in the right direction.
