Why does my puppy hiccup? How to potty train in freezing weather?

My puppy sometimes seems like she is hiccuping sometimes it’s hard to explain and then it stops I also would like to know how I can start her potty training when it’s freezing outside. Pet's info: Dog | Beagle | Female | unspayed | 3 months and 5 days old | 2 lbs

Hiccups are very common in young puppies and nothing to worry about. As far as potty training goes, you can either continue to train her like you normally would and just brave the cold, or you can train her to potty pads and the slowly transition her to outdoors when it warms up.
