My dog has swollen breasts and acts pregnant but isn't. What's wrong?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 1 year and 2 months old

My dog is acting very aggressive and depressed. Her breasts have become swollen and she is acting like a mother though she is not pregnant and we have not allowed her to mate. She is trying to snatch my other dog's puppies and not allowing the mother to sit with the puppies. She is trying to nurse the puppies. I am unable to understand what is happening to her. She is a very quiet dog but now her behaviour is totally different. But i am sure that she is not pregnant. Please help me.

Mishti may be having what we call a "False Pregnancy". It occurs because their bodies release some of the same hormones that will occur with pregnancy, so she may actually think that she is/was pregnant. I have attached a link to more information about that below. https://www.veterinarypartner.com/Content.plx?P=A&S=0&C=0&A=1896 If Mishti is stealing and trying to nurse the other dog's puppies, I would separate her from the other dogs to avoid them nursing on her since nursing can actually make a false pregnancy last longer.
