What are these white, hard bumps on my dog's tail he keeps licking?

My dog has white bumps that look like hardened Whitehead zits on the end of his tail. He licks that area a lot so I’m not sure it it is itchy or hurting. Pet's info: Dog | Mixed Breed | Male | neutered | 10 years and 6 months old | 13 lbs
