Why does my older bulldog have a raised, flaky rash on his testicles?

I have just noticed a raised rash allover my dogs testicles. He is almost 11, a bulldog, and has never had anything like this before. It looks like a thick flaky layer of skin allover. Pet's info: Dog | Bulldog | Male | unneutered | 10 years and 4 months old | 25 lbs

Hello. This may be a bacterial infection, or it may be a secondary skin problem possibly related to hypothyroidism. Alfie is an older boy, so this would be something I would want to check out as skin problems are common. It may also just be calloused skin due to age, but it would not be a bad idea to have your vet take a look at things. Thank you.
