My dog has a paw pad tumor. Should vets remove surrounding tissue?

Pet's info: Dog | English Springer Spaniel | Male | neutered | 55 lbs

My dog has a tumor underneath the pads of one of her paws. I have taken her to two vets. One says that removal should include surrounding tissue (part of pads) and the other said she'd only remove the tumor itself. Which is the correct approach?

The correct approach would be to first take a small sample with a needle and a syringe, send it to the lab and get a diagnosis, this can affect the decision regarding the need to remove the surrounding tissue or not. if this is not an option then in order to be safe surrounding tissue should be removed.
