Excessive panting is concerning for a lung, heart, or blood problem. Considering these all have potential to be serious diseases, it's best to have Hershey evaluated by a vet sometime soon. The vet will be able to tell if there is any need for concern and can give you good advice on how to help correct this problem. I hope that helps and all is well with Hershey.
