Dog's hair lighter and texture changed near collar. Should I worry?

Pet's info: Dog | Pembroke Welsh Corgi | Female | 3 months and 12 days old | 11 lbs

Hello, we have a Corgi Australian cattle dog mix. We noticed earlier this week that she has a spot that is lighter near her collar. We have her collar to the point where 3 of my fingers can fit in it comfortably. The hair texture also feels different. Should we be concerned?

Unless the skin is irritated or it seems to bother her, I would not worry about the hair color changing. The texture around a color can be different due to the rubbing of the color and something the hair will get thinner.
