My does usually goes through this if he is licking for a long period of time I usually put a cold compress or warm on it and it eventually goes down What do I do I’m nervous and hate this moment. Pet's info: Dog | Shih Tzu | Male | unneutered | 8 years and 1 month old | 13 lbs

Keep it moist with some lubricant so it cannot dry out. You can gently try to pull the skin back over the swelling to protect it but he may not let you. The only way to permanently fix this and help it not reoccur is to have him neutered. This will remove the hormones and make him not so excitable.
