Blister like bump on his belly where the umbilical cord was. when pressure is applied fluid will move up as you apply more pressure.

This needs to be checked by your vet. It looks rather low to be an umbilical hernia to me but it may just be the angle of the photo. If it is a hernia then it needs to be surgically corrected. If it is not a hernia then it could be a cyst or an abscess which will need treatment by a vet. Bottom line, Gizzmo needs to be examined by your vet. Best wishes.
