Why is my old dog tilting head, crying, and struggling to eat?

Why does my dog tilt his head and open his mouth and he doesn’t want to eat he eats but on the side of his mouth and kinda cries sometimes he’s also old he is a 11 year old chiweenie looks more like a dachshund and all he does is sleep and I can’t afford expensive medication please help. Pet's info: Dog | Mixed Breed | Male | unneutered | 7 years and 1 month old | 5 lbs
