Is an insulated dog house enough to protect my outdoor dog from cold?

I’ve recently adopted a dog that was running around my neighborhood. He’s been neutered, he’s well behaved, and he seems to just want love. My concern is the weather. He seems to want to live inside, but that isn’t a possibility in my current situation. Is an insulated dog house, with cedar chips, sufficient to protect him from the elements?

A roof that does not leak and walls to protect against ran is needed. You will have to change the cedar chips out regularly and make sure to add a bed or blanket to snuggle in for extra warmth. Ideally on freezing nights you should bring him in and confine him to a garage or laundry room or bathroom if able
