Dog's chin cut keeps reopening. Does he need a vet or stitches?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 1 year and 1 month old | 40 lbs

I uploaded this question already but don’t see it in the my questions area. My dog has a cut or something under his chin and I’m not sure if it’s serious or just needs to heal on it’s own. It scans up but when he does scratch the area it opens. It doesn’t seem to be bothering him otherwise.

It looks large enough it may need stitches but to do that at this point they would have to make it larger to get to fresh edges. You can keep it packed with neosporin but will likely need an e collar to keep him from scratching it again and restarting the healing process. I would see a vet to see about surgery or at least antibiotics to let it heal on its own
