Yesterday I bought a vaccine kit for my Chihuahua of 4 months old. When I administrated it to her a little more then have Spilled Out. But there was a little lump and I did notice she was really tired after about 15 minutes. Should I get another vaccine and give her half. Because of the size of my dog is why I'm also worried.

A half of a vaccine is not protective or enough to help her. She does need another but it is safe to wait a week then redo the entire vaccine like normal than administer another half dose that may not be affective given the time frame. It is commonly for smaller dogs to be lethargy after vaccines and if this persist for more than 24 hours then she will need to be seen by your vet.
