Why does my dog yelp when his tail is touched and seem constipated?

Pet's info: Dog | Mixed Breed | Male | unneutered | 1 year and 8 months old | 60 lbs

My dog is constipated. He has been since yesterday. Its been really cold close to zero if not below zero. He is a 9 month old lab/hound mix. He isn't in pain if you push on his stomach or all the way down. If you touch the base of his tail is when he yelps. He is walking around drinking and if you give him food he will eat. I read that milk helps and gave him a glass of it less than 2 hours ago.

You can give canned green beans or canned pumpkin to help with conistpation. Howevere I would be more concerned he is not constipation and he is just in pain and does not want to lift his tail and push to go since he is sensitive when you mess with his tail. If there is an injury or a bite of some sort around his tail, then it may be too painful for him to try to go. If he does not go then I would take him to your vet to make sure there is nothing else going on and see if he needs pain medication
