What high-fiber treats stop my dog's anal gland itching and rubbing?

What kind of treats with high fiber can I give Buddy my beagle for possible Anal infection. Costantly have his anal glands discreted by a dr. But he itches and rubs against the wall and furniture etc constantly. Never stops. Need to help him. On a green bean and dry food diet. Pet's info: Dog | Beagle | Male | neutered | 7 years and 11 months old | 45 lbs
